Police Undercover Operation Nets Homicide Suspect, Officers to be Honored at Dover Int'l Speedway

On Tuesday, 18 Sept 07, members of the Lancaster City Bureau of Police
Selective Enforcement Unit (SEU) and the Street Operations Group (SOG)
conducted an undercover drug operation in the 100 Blk of S Queen St in
response to numerous citizen complaints of drug activity in the block.

During this operation, Officers attempted to stop a vehicle for a minor
traffic violation. The vehicle refused to yield, leading Officers on a
short, low speed pursuit.

The vehicle was successfully stopped on Howard Ave at the intersection
with Rockland St and the driver was taken into custody for Fleeing or
Attempting to Elude Police.  A second subject in the vehicle was
transported to the City Police Station for identification verification,
and a third subject was checked on scene and released.  The vehicle was
driven into the City Police Station until ownership could be verified.

Once inside the Police Station, as Officers were completing the standard
booking form, the subject whose identification was in question stated
"I'm tired of running" and then provided Officers with his correct name
and date of birth.  Officers then attempted to confirm this information
through a Driver's license check, and received a reply that the subject
had several outstanding felony warrants through the Philadelphia Police
Department, one of them for Criminal Homicide.

During the course of the ongoing investigation, SEU Officers were able
to develop information, which led to the issuance of a search warrant
for the vehicle.  Upon execution of the search warrant, Officers located
a significant quantity of a controlled substance (44.8 grams of Crack
Cocaine, street value $4,500.00), a fully loaded pistol and drug
packaging material.  Upon further investigation, it was determined that
the pistol was stolen from a Philadelphia residence during a Burglary.

Several of the arresting officers will be among those honored as part of Busch East Scene's Salute to Law Enforcement Day at Dover International Speedway on September 21st in conjunction with the Sunoco 150 NASCAR Busch East Series race.


Arrested during this detail were:

1. Camarr Rashad WILKINS,  B-M-18 (Driver)
Philadelphia, PA
Charged with: Possession with Intent to Deliver - Cocaine (Felony),
Firearm Not to be Carried Without a License (Felony), Persons Not to
Possess Firearms (Felony), Receiving Stolen Property (Felony),
Possession of Drug Paraphernalia (Misdemeanor), Fleeing or Attempting to
Elude Police (Misdemeanor) and three counts of Stop Sign Violation (Summary)

2. Ameer BARBER  B-M-27
Philadelphia, PA
Warrants: Criminal Homicide, Delivery of a Controlled Substance (2
warrants) and Possession of a Controlled Substance.  (Custody of BARBER
transferred to Philadelphia Police Department, Homicide Division)

Of note, both subjects arrested reside outside of the City of Lancaster
(Philadelphia), however, came into the city to conduct criminal activity.

This detail was part of a continuing effort by the Lancaster City Police
to combat street level drug dealing in various areas of the City.  City
residents and citizens are encouraged to contact the City Police
Selective Enforcement Unit to report street level drug dealing,
prostitution and other criminal activity that affects the quality of
life within the City.
